Rick Backlund

Richard Backlund has been division administrator for the FHWA Kansas Division since May 2016, where he leads a multi-disciplinary team of engineers, planners and financial staff advancing all aspects of FHWA's nearly $500 million annual program in Kansas. Backlund leads FHWA's efforts working with Kansas DOT, Kansas Turnpike Authority, MPOs, local governments and other transportation partners advancing the planning, designing, constructing and monitoring quality of roadways across the state.

Backlund has worked for FHWA since 1987 — leading a wide variety of complex project and program initiatives in seven division offices (Indiana, Rhode Island, Massachusetts, New York, California, South Carolina and Kansas), as well as at the FHWA Headquarters level in the Offices of Planning, Policy and Operations.

Before working for the FHWA, Backlund worked for Texas DOT for three years advancing traffic control, ITS and pavement design projects. He is a civil engineering graduate from the University of Texas at Austin and is a member of the American Institute of Certified Planners (AICP).
