Caitlin HughesCaitlin Hughes has served as the director of the Office of Freight Management and Operations for the Federal Highway Administration (FHWA) since 2013, overseeing programs, policy, legislation and regulation related to highway and multimodal freight, as well as several multimodal funding programs. Program responsibilities include management of highway freight networks; truck parking solutions; commercial motor vehicle size and weight regulatory compliance; freight research, data, and tools; national and state freight planning; and training, outreach and technical assistance on planning, freight advisory committees and performance measurement. She leads the implementation of the formula-based National Highway Freight Program — a $6.3 Billion federal aid apportionment program — and FHWA administration of the INFRA, RAISE, MEGA and Rural Project grant programs.

From 1997 to 2001, Caitlin served in the Office of the Secretary at US DOT as staff to the Deputy Secretary and in the Office of Policy. She was the Assistant Secretary for Policy and Freight at the Maryland DOT (2007-2013) and Federal Legislative Programs Coordinator for the North Carolina DOT (2001-2007). From 1990 to 2007, Caitlin worked on Capitol Hill, first as staff for the U.S. Senate Judiciary Committee and later with the private sector, lobbying Congress on various appropriations matters. Caitlin holds a B.A. from the University of Vermont and a Master of Public Administration degree from The George Washington University. As a former Presidential Management Fellow, Caitlin served as the Executive Director of the Y2K Outreach Program for US DOT from 1998-2001.
